Creator Enforcement Policy

📌 Important Note: The Creator Health Rating system will roll out gradually from January 12 to January 19, 2026. This will replace the Violation Points system. Your account will begin with 200 points once it transitions to CHR. After CHR is launched for your account, point additions and deductions will start based on your activity.This policy outlines how TikTok Shop addresses violations by creators in accordance with our Creator Terms of Service. We monitor creator activity to keep TikTok Shop safe and trustworthy. When policies are violated or performance expectations are not met, we may take enforcement action.
For Milestone Enforcement notifications, the message will also include details of the enforcement action taken.
You will also receive a weekly reminder to review your personalized Account Health Report.
Regularly reviewing violation records helps identify areas for improvement, take corrective steps, and avoid future violations.
In more severe or repeated cases, TikTok Shop may also deduct commissions as part of enforcement.
This may include violations involving:
Creators have 30 calendar days from the enforcement date, as shown in the Violations section of the Creator Health Record, to submit an appeal.
If the appeal is approved, the hold may be lifted. If no appeal is submitted within this timeframe or if the appeal is denied, the frozen commissions may be permanently deducted in accordance with TikTok Shop policy.
To view the amount deducted, open TikTok Studio > Tools > Monetization > Balance > Earning History. The deducted amounts will be listed under violations.
Affiliate Creators with low Creator Health Rating points may be restricted from promoting specific products. This helps ensure a safe and trustworthy experience for both creators and customers.
If you’re unable to promote a particular product, it may be because you don’t currently meet the required score or performance thresholds. Refer to our Affiliate Creator Product Qualification Policy for more information.
Note: Appeals are not accepted for milestone enforcement actions.
TikTok Shop will review your case and resolve the violation where applicable.

When Enforcement May Occur
TikTok Shop may take enforcement action against a creator if they:- Violate TikTok Shop's policies or community guidelines when posting or promoting products
- Repeatedly post misleading, prohibited, or unsafe content
- Attempt to bypass platform rules or manipulate features (e.g., miscategorizing content, engaging in fake engagement, or using multiple accounts to avoid enforcement)
- Are involved in severe violations uncovered or reported by public media, user reports, or complaints
- Engage in illegal behavior that causes or may cause actual damage or adverse effects to TikTok Shop
What Enforcement Can Look Like
Depending on the severity and frequency of the issue, TikTok Shop may take one or more of the following actions:- Content Removal: TikTok Shop may take down videos that violate policy.
- Access Restrictions: Creators may lose access to product features (e.g., tagging or linking products).
- Monetization Suspension: Creators may be restricted from earning commissions.
- Shopable Content Posting Limit: The product anchor in a creator’s livestream or video may be hidden once the shopable content posting limit is reached.
- Suspensions on Video, Live, and Product Showcases: Certain functions such as posting videos or LIVE may be temporarily disabled.
- Feature Limitations: Additional platform features such as campaign eligibility, rewards tasks eligibility, and affiliate sample programs may be restricted or suspended.
- Freezing or Deducting Commissions: TikTok Shop may freeze commissions for up to 90 days, or deduct commissions for more severe or repeated actions. This includes deposits and promotional fees.
- Removing Account Information: TikTok Shop may remove creator account details from the platform.
- Account Restrictions or Removal: In serious or repeated cases, creators may be permanently removed from TikTok Shop.
- Legal Action: TikTok Shop may initiate legal proceedings in response to violations.
- Reporting to Authorities: TikTok Shop may report violations to relevant governmental or regulatory authorities.
How Creators Are Notified
When a violation occurs, you will receive a message in your TikTok inbox under System Messages > Monetization explaining the violation.For Milestone Enforcement notifications, the message will also include details of the enforcement action taken.
You will also receive a weekly reminder to review your personalized Account Health Report.
Violation Records
You can review your overall account health and violation history on your Creator Health Rating (CHR) page. Your violations are grouped into two tabs for easy viewing:- TikTok Shop Violations which occur when your short videos or LIVEs do not comply with TikTok Shop content policies. They may include:
- First-time warnings (no impact on your CHR)
- Repeated violations that may lead to CHR point deductions
- Violations that trigger milestone-based enforcement actions
- General Violations are related to TikTok’s Community Guidelines. They do not affect your CHR but may result in actions such as video removal or account warnings.

Commission Freezing and Deductions
If TikTok Shop determines that a creator has violated TikTok Shop policies or the TikTok Shop Creator Terms of Use, we may temporarily freeze the creator's commission earnings for up to 90 days while the issue is being reviewed.In more severe or repeated cases, TikTok Shop may also deduct commissions as part of enforcement.
This may include violations involving:
- Deceptive or misleading behaviour
- Abusive, fraudulent, or manipulative activity
- Illegal conduct, or actions that put customers, creators, or TikTok Shop at risk

Appeal Rules
- You may submit one appeal per violation.
- Appeals must be filed within 30 days of the enforcement date.
- If your appeal is approved, the related enforcement will be removed and your privileges restored.
- Once the review is complete, TikTok Shop's decision is final.
- Appeals submitted after 30 days will not be reviewed.
Appeal Requirements
You are responsible for:- Collecting and submitting all relevant supporting documents.
- Clearly explaining why the enforcement action was made in error.
- Providing any additional information requested by TikTok Shop.
