1. Overview

1.1 Introduction

The TikTok Shop Restricted Products Guidelines have been drafted with the express purpose of:

• Building a positive shopping environment on TikTok Shop; and
• Providing a shopping experience that consumers can have confidence in.

All sellers who offer products for sale via TikTok Shop must do so in accordance with these guidelines.

1.2 Scope

These TikTok Shop Restricted Products Guidelines cover restricted product categories and related requirements for sellers who wish to list such products. It is important to note that if a product type falls under more than one category below, that product must meet all the applicable requirements before being listed on TikTok Shop.
Sellers who wish to sell any restricted products listed below are required to obtain the necessary approvals as set out in these guidelines. Additionally, sellers may also sell certain categories of products only if they have been given approval via TikTok Shop's limited "invite-only" process.
Important Note: TikTok Shop may take enforcement actions against sellers or creators who breach these guidelines in accordance with our Merchant Terms of Service. Sellers are also responsible for ensuring that the listing, sale, and provision of products on TikTok Shop comply at all times with applicable laws and regulations.
These guidelines are intended to facilitate seller compliance. They are not exhaustive and are not intended as legal advice. We encourage sellers to seek independent legal advice if they have questions about the laws and regulations concerning their products.
In addition to these Restricted Product Guidelines, we have separately published our TikTok Shop Prohibited Product Guidelines that outline classes of products that must not be sold on TikTok Shop under any circumstances. Sellers must also adhere to these guidelines before listing any products.
Our TikTok Shop Guidelines are updated periodically. Sellers are responsible for checking this page regularly to ensure that they comply with our current guidelines.

2. Definitions

• Prohibited Products refer to products banned by local law or regulation and not allowed for sale on TikTok Shop.
• Restricted Products refer to certain types of products that require prior approval from TikTok Shop to be sold. Sellers who wish to sell restricted products may be required to pass a category approval process before selling such products. This process may require sellers to submit documents including but not limited to certifications, testing reports, product or package images, and other regulatory documentation.
• Unsupported Products refer to certain types of products that are currently prohibited from being sold on TikTok Shop. While sellers may have the necessary qualifications or permissions for selling these products, TikTok shop does not currently support their sale on the platform.
• "Invite-only" Products refer to specific product categories that sellers can only sell if they have been onboarded via an "invite-only" process.

3. Restricted Products (Product Categories that Require Approval)

All sellers must pass a product approval process before selling restricted products on TikTok Shop. This process requires sellers to submit documents including but not limited to certifications, testing reports, product/package images, and other qualifications. Sellers may also have to submit additional documentations for some product categories.
The guidelines below set out the relevant requirements sellers must meet before making a submission to sell certain categories of restricted products. We may verify the submitted documents for compliance, verification, and validation purposes. Sellers who fail to pass the product approval process are prohibited from selling restricted products on TikTok Shop.

3.1 Beauty and Personal Care Products (Restricted)

Sellers who list beauty and personal care products must ensure that all product details are appropriately described and labeled. Sellers may also be required to submit documents showing that the product(s) are safe for customers and compliant with relevant laws and regulations.
Below is a list of supporting documents/information that may be required for submission.

• Cosmetic Product Notification
• Image(s) of packing labels containing all mandatory information required by relevant laws and regulations
• Cosmetic product name
• Functions
• Usage instructions
• Ingredients
• Name and country of origin of production
• Size, content, or net weight
• Expiration date
• Warning/caution statements
• Other details where applicable

3.2 Food and Beverage Products (Restricted)

Sellers must ensure that all food and beverages sold on TikTok Shop are packaged appropriately and have a reasonable remaining shelf life. Perishable products must clearly have the expiration dates displayed in the product description. Sellers who wish to list such products may need to provide supporting documents proving the safety and compliance of the products with applicable laws and regulations.
Below is a list of supporting documents/information that may be required for submission.

• Product Announcement Registration
• Product Self-declaration Form with signature and seal, testing reports, label and packaging details
• Certificate of Food Safety: such as GMP certificate, ISO 22000, IFS, FSSC 22000, HACCP, or similar valid certifications.
• Pictures of the product and its packaging
• Shelf life
• Expiration date
• Ingredients
• Other details where applicable

3.3 Baby Food and Milk Formula Products (Restricted)

Sellers who wish to list Baby Food and Milk Formula products must ensure that all product details are appropriately described and labelled. Sellers may need to provide supporting documents proving the safety and compliance of the products with applicable laws and regulations.
Below is a list of supporting documents/information that may be required for submission.

• Certificate of Advertisement Content
• Age recommendation
• Ingredients
• Shelf life
• Expiration date
• Warning/caution statements
• Other details where applicable

3.4 Food Supplement Products (Restricted)

Sellers who wish to list the following food supplement products must ensure that all product details are appropriately described and labelled:

• Wellness Supplements
• Beauty Supplements
• Fitness Supplements
• Baby Vitamins and Supplements
• Maternity Vitamins and Supplements

Sellers may also be required to submit documents showing that the product(s) are safe for customers and compliant with relevant laws and regulations. This includes but is not limited to:

• Certificate of Advertisement Content
• Product Announcement Registration
• Product Self-declaration Form with signature and seal, testing reports, label and packaging
• Certificate of Food Safety: such as GMP certificate, ISO 22000, IFS, FSSC 22000, HACCP, or similar valid certifications.
• Product ingredients
• Shelf life or expiration date(s)
• Warning/caution statements
• Mandatory disclaimer for supplements: "This product is not a medicine and is not a substitute for medicine."
• Other details where applicable

4. "Invite Only" Product Categories

Sellers can only sell products under the following categories if they have been onboarded via an "invite-only" process, which requires submitting relevant required documentation through the Seller Center as follows: My Account > Account Settings > Qualification Center. However, this process does not apply to the "Books" and "Pre-owned" product categories, which are only open to managed sellers and require submitting relevant required documentation to their account managers.

4.1 Jewellery and Accessories ("Invite-Only")

Sellers can only sell jewellery, or accessories containing gems (such as ruby, sapphire and emerald) or precious metals (such as gold, silver, platinum and paladium), if they submit relevant required documentation in the Qualification Center, which include:

• Business License that indicates eligibility for trading jewellery
• Applicable certificates or testing reports:
  • Gem Identification Report
  • Jewellery Report
  • Gold Certification Report
• Pictures of product attached with certificate or report

4.2 Books, Magazines and Newspapers ("Invite-Only")

The following products are only open to managed sellers and require submitting relevant required documentation to their account managers.

• Books of the following categories can only be sold if a seller has been onboarded via a limited, "invite-only" process.
  • Art, Babies' Books, Biography, Calendars, Cook Books, Comics, Dictionary, Education, Entertainment, Fiction, Fitness, History, Law, Lifestyle, Literature, Medical, Parent's Books, Professional, Technology, Teens' Books, Textbooks, Toddler's Books, Travel, Self-help, Science Fiction, Sport, Social, Study and Science
• Magazines & Newspapers of the following categories can only be sold if a seller has been onboarded via a limited, "invite-only" process.
  • Business, Fashion, Lifestyle and Teenage

4.3 Media Products ("Invite-Only")

The following products are only open to managed sellers and require submitting relevant required documentation to their account managers.

• Cassette Tapes
• CDs & DVDs
• Vinyl

4.4 Mobile SIM Cards ("Invite-Only")

Sellers can only sell mobile SIM cards if they submit relevant required documentation in the Qualification Center, which include:

• Business license
• Distribution agreement with the relevant service provider

4.5 Fresh and Frozen Food that have Logistics Constraints ("Invite-Only")

• Cream. This includes but is not limited to cream used for baking, whipping cream, heavy cream, sour cream, double cream, cooking cream and light cream.
• All fresh and frozen food items. This includes but is not limited to bread, cakes and pies, eggs, frozen food, fruit, ice cream, meal kits, meat, mushroom, pastries, processed meat and seafood, tofu, vegetables, and vegetarian meat alternatives.

4.5.1 Seller Documentation Requirements (Food Product Listing)

Sellers can only sell the above mentioned select fresh and frozen food if they submit relevant required documentation in the Qualification Center, which include:

• Valid certification(s) issued by an authorized certification body
• Valid notification ID number of the product (also known as notification number)
  • Note: expired certificates or nearly expired certificates (within thirty (30) days of the expiration date) are unacceptable
• Images of packing labels containing all mandatory information required by relevant laws and regulations
• Product shelf life

4.6 Motorcycles ("Invite-Only")

Sellers can only sell motorcycles if they submit relevant required documentation in the Qualification Center, which include:

• Business license

4.7 Contact Lenses ("Invite-Only")

Sellers can only sell contact lenses if they submit relevant required documentation in the Qualification Center, which include:

• Declaration of Eligibility for Sale of Medical Devices
• Announcement of Medical Device Qualification
• Result of Medical Device Classification

4.8 Select Baby and Maternity Products ("Invite-Only")

Sellers that have been onboarded via an "invite-only" process can only sell the following select baby and maternity products:

• Baby Vitamins & Supplements
• Maternity Vitamins & Supplement

Sellers can only sell the abovementioned select baby and maternity products if they submit relevant required documentation in the Qualification Center, which include:

• Product Announcement Registration
• Confirmation of receipt of Product Announcement Registration

Note: The promotion and marketing of infant milk formula is prohibited on TikTok Shop. This includes but is not limited to discounts, vouchers and flash sales.

4.9 Fresh Flowers ("Invite-Only")

Sellers can sell fresh flowers if they are able to fulfil orders using the "Seller Own Fleet" function.

4.10 Pre-Owned/Secondhand Products ("Invite-only")

• The following products are only open to managed sellers and require submitting relevant required documentation to their account managers.
• Pre-Owned/Second-hand products are products that have been previously used or owned before being sold to another entity.
• The following types of Pre-Owned Products can be sold if a seller has been onboarded by submitting required documentation to their Account Managers:
  • Refurbished phones, tablets, laptops and desk computers
  • Bags and accessories

Brand Approval

TikTok Shop is dedicated to protecting the rights of all Intellectual Property (IP) holders. Sellers who wish to list products on our platform must do so in accordance with local regulations, laws, and our TikTok Shop Intellectual Property Guidelines.*
Sellers are required to submit brand-related approval documentation before listing any branded products. Required documents are as follows:

• For brand owners
  • Copies of authentic trademark certification(s)
  • Trademark registration verification issued by lawful authorities
• For distributors of branded products
  • Trademark certification(s)
  • Licensing agreements of the registered trademark
  • Authorization from the brand owners
  • Purchase proof to demonstrate the authenticity of the products

Note that the approval documentation requirements may vary. Sellers must follow the Seller Center instructions and submit all required documentation promptly.

Unsupported Products

All unsupported products are currently prohibited from being sold on TikTok Shop.
While sellers may have the necessary qualifications or permissions for selling these products locally, TikTok shop does not support the sale of the following products on our platform.

6.1 Medicines and Medical Devices (Unsupported)

Medicines and Medical Devices are products that are currently unsupported on TikTok Shop.

• Over-the-counter drugs (OTC medicine)
• Medical devices . Medical devices/products that include but are not limited to any medical instrument, apparatus, appliance, software, or material. This also includes:
  • Any device or product intended by its manufacturer to be used, alone, or in combination with other products
  • Any device or product intended for diagnostic and/or therapeutic purposes
  • Any device or product that requires a prescription, application, fitting or sale by a doctor, optician or other healthcare provider
• Household Medical devices. This includes but is not limited to:
  • Ventilators
  • Sexual wellness items (e.g contraceptives other similar products)

6.2 Alcohol, Tobacco and E-cigarettes (Unsupported)

Alcohol, tobacco, e-cigarettes, and related products are currently unsupported on TikTok Shop.

• Alcohol, tobacco, e-cigarettes, and related products. This includes but is not limited to:
  • Alcohol
  • E-cigarettes and related products
  • Tobacco, or any product that contains tobacco, including but not limited to cigarettes, cigars, dipping tobacco, chewing tobacco, tobacco pipes, vaporizer devices, electronic cigarettes, or similar devices and their refill cartridges or liquids
  • Other smokeless tobacco products
  • Shisha or hookah products
  • Smoking apparatuses, including pipes and rolling papers

6.3 Media Products (Unsupported)

Various media products are currently unsupported on TikTok Shop.

• Media products. This includes but is not limited to:
  • Book categories that are not listed in Section 4
  • Play scripts
  • Manuscripts
  • Music and printed music
  • Video games

6.4 Virtual Products (Unsupported)

Various virtual products are currently unsupported on TikTok Shop.

• Virtual products. This includes but is not limited to:
  • Memberships, services, warranties, or subscriptions
  • Digital downloads of books, magazines, newspapers, music, videos
  • Other products such as rechargeable cards
  • In-game products (such as virtual weapons and skins) and currency (such as credit for purchasing in-game products)
  • Codes or physical cards with codes to access virtual credit
  • Online game products such as game recharges, game accounts, and game assistance

6.5 Services (Unsupported)

Services are currently unsupported on TikTok Shop.

• Services. Offers for the sale of any type of service. This includes but is not limited to:
  • Any type of job promotion
  • Travel services
  • Construction services
  • Lawn care
  • Electrician services
  • Plumbing and cleaning services
  • Automotive services
  • Recycling services
  • Fitness guidance
  • Financial services
  • Veterinary or animal-related services
  • Show tickets
  • Shares, securities or other postage

6.6 Political Products (Unsupported)

Political products are currently unsupported on TikTok Shop.

• Political products. Political products are products that may contain or refer to political elements. Products may be considered political if they are:
  • Related to a politician, political party, or political figure.
  • Related to campaigns or elections.
  • Related to political issues of public debate.
  • Advocate for or against a politician or a political party.

Note: The platform will evaluate and determine, at our own discretion, if a violation is present and take necessary actions where applicable.

6.7 Sex or Adult Products and Services (Unsupported)

Sex or adult products and services are currently unsupported on TikTok Shop.

• Sex or adult products and services. Any product that appears to be designed for use in sexual or adult activity. This includes but is not limited to:
  • Erotic clothing
  • Erotic wellness and massage
  • Bondage gear/ accessories
  • Fetish wear, sex furnishing, sexual enhancers, or any other adult products depicting or suggesting sexual activity
  • Dating, sexual contact services (including in-person or online services)

6.8 Real Estate/Property (Unsupported)

Real estate or properties are currently unsupported on Tiktok Shop. This includes but is not limited to:

• Residential housing
• Buildings
• Hotels

6.9 Weight Management Products (Unsupported)

Weight management products and products that claim to help with weight management, whether in the form of pills, powder, powdered drinks, gummies, jellies, or otherwise, are currently unsupported on TikTok Shop.

• However, products can still be sold if their product packaging makes "weight gain" claims, but they must be products that can be listed under the Growth Milk Formula, Infant Formula and Baby Vitamins & Supplements categories. For clarity, TikTok Shop reserves the right to request relevant sellers to provide legal documents in terms of category classification from time to time.

6.10 Other Unsupported Products

• Defective products
• Accumulators/Secondary Batteries (e.g. Lead-Acid Batteries, Car Batteries etc)
• Permanent Tattoo Kits
• Pesticides, herbicides, and fungicide products
• Lottery tickets, instant win tickets and scratch cards
• Hunting tools, equipment, and products
• Flammable gas. This includes but is not limited to fire extinguishers, butane gas and lighters, lighter refill gas, and liquefied petroleum gas.
• Products that require complex, legally-vetted or regulatory-compliant contracts for sale (e.g. Housing, housing lots, business franchises)
• Advertisements and services (e.g. product listings that advertise services instead of offering physical products for sale)
• Gift cards, coupons, gift certificates, electronic stored-value redemption codes or other similar items
• Cash equivalent instruments, including bitcoin, precious metal bullion, money orders, travellers' cheques, and other stored value instruments
• Products or services that offer the sale or purchase of virtual currencies. This includes, but is not limited to Bitcoin and Litecoin.

7. Further Information and Audit

TikTok Shop may review and audit product listings at any time. Random audits may also be performed to identify any changes in listing information that violates this page's guidelines.
Product detail pages that violate these Restricted Product Guidelines may be removed. We may also temporarily or permanently suspend the selling privileges of sellers who are involved in severe or repeated violations. We reserve the right to report sellers who violate local laws and regulations to the necessary legal authorities.

8. Appeal

Sellers who believe their products were blocked or removed erroneously can raise a ticket through Seller Center to file an appeal. If the product is found to be permitted for sale, appropriate adjustments to our systems and the seller's account status will be made.
